After working in the infrastructure space for over twenty years, one of the questions I’m probably asked more than any other is where the line sits between business continuity and disaster recovery. Many organisations use the terms interchangeably, whilst others invest heavily in one and overlook the other altogether.

The reality is that both are essential.
Business continuity focuses on keeping your organisation operating during disruption, whilst disaster recovery focuses on restoring the technology that enables those operations.

 

One supports the business, the other restores the systems, and together they form the foundation of organisational resilience.

Understanding the difference helps organisations make better decisions, invest in the right areas and build a more effective response when disruption inevitably occurs.

Why People Confuse Business Continuity And Disaster Recovery

At first glance, it’s easy to understand why the two concepts become blurred. Both deal with disruption, both involve planning ahead and both aim to minimise downtime.

In practice, however, they answer different questions.

Business continuity asks:

 

“How do we keep operating?”

Whilst disaster recovery asks:

 

“How do we restore the technology that allows us to operate?”

They work towards the same objective, but they’re both approach it from different directions.

 

They Share The Same Goal

Whether the disruption is caused by a cyber-attack, hardware failure, flooding, human error or a power outage, every organisation wants the same outcome.

 

They want to continue serving customers, supporting employees and protecting critical operations with as little interruption as possible. That shared objective is why business continuity and disaster recovery are often planned together.

But They Solve Different Problems

Business continuity looks at the organisation as a whole. Disaster recovery focuses on restoring the systems that support that organisation. Neither is more important than the other. They’re simply responsible for different parts of the same challenge.

Business continuity is the wider strategy for ensuring an organisation can continue delivering its most important services during disruption. Technology plays a role, but it’s only one piece of the puzzle. A business continuity plan considers people, communication, suppliers, locations, critical processes and operational priorities alongside IT.

Business Continuity Focuses On The Organisation

If an office becomes inaccessible, can staff work elsewhere? If a supplier fails, is there an alternative? If customers can’t access normal services, how will they be kept informed?

These are business continuity questions.

The objective isn’t necessarily to return to normal immediately. It’s to maintain essential operations whilst the organisation responds to the situation.

Technology underpins almost every modern organisation, but it isn’t the only dependency.

Buildings, third-party suppliers, utilities, key personnel and documented processes all contribute to whether an organisation can continue operating. Business continuity brings all of these elements together into a coordinated response.

What Is Disaster Recovery?

Disaster recovery sits within the wider business continuity strategy and focuses specifically on restoring technology after disruption. That includes applications, servers, cloud services, networks, data, identity platforms and the infrastructure that supports them.

The objective is simple. Restore systems safely, efficiently and in a predictable way.

 

Disaster Recovery Focuses On Technology

When systems become unavailable, disaster recovery determines how they’re recovered.

That might involve restoring backups, failing over to secondary environments, rebuilding infrastructure or recovering cloud services.

The exact approach depends on the organisation, but the goal remains the same.

Reduce downtime whilst protecting data and maintaining service availability.

 

Modern Disaster Recovery Has Changed

Traditional disaster recovery often relied on lengthy documentation and manual recovery processes. Today’s environments look very different.

Cloud platforms such as Microsoft Azure, automation and Infrastructure as Code allow organisations to recover systems faster and with greater consistency than was previously possible.

 

Technologies such as Puppet, Ansible and Chef can automate configuration, whilst modern cloud services help reduce the manual effort involved in rebuilding infrastructure after an incident.

Disaster recovery has become far more than simply restoring servers. It’s about designing resilient platforms that are prepared for failure from the outset.

Business Continuity And Disaster Recovery Work Best Together

One of the biggest misconceptions I still encounter is that organisations can prioritise one without investing in the other.

In reality, doing so creates far too much risk, all of it unnecessary.

One Without The Other Leaves Gaps

Imagine an organisation that has an excellent business continuity plan. Everyone understands their responsibilities. Communication plans are in place. Alternative working arrangements have been agreed.

But the organisation’s core systems remain unavailable for days because there’s no effective disaster recovery capability.

The business knows what it needs to do, but the technology can’t support it.

Now imagine the opposite.

Infrastructure is recovered quickly, yet nobody knows which services should be restored first, how customers should be updated or how staff should adapt whilst systems are unavailable.

Technology alone doesn’t keep an organisation operating.

Both disciplines depend on one another.

 

Modern Organisations Design Both Together

The strongest organisations don’t treat business continuity and disaster recovery as separate projects owned by different teams.

They recognise that technology and business operations have become increasingly connected.

Infrastructure decisions influence operational resilience, whilst business priorities shape how recovery strategies are designed. That means planning both together creates a far more resilient organisation than addressing either in isolation.

Consider a ransomware attack affecting a customer relationship management system.

From a business continuity perspective, the focus is on maintaining customer service.

Business Continuity Response

  • How will staff continue working?
  • Which processes can operate manually?
  • How will customers be kept informed?
  • Which activities take priority?

 

 

Disaster Recovery Response

  • Systems are isolated.
  • Backups are validated.
  • Recovery environments are activated.
  • Applications are restored.
  • Services are tested before normal operations resume.

Both responses happen alongside each other. Neither succeeds without the other.

Business continuity and disaster recovery are closely connected, but they shouldn’t be confused.

Business continuity keeps the organisation functioning during disruption.

Disaster recovery restores the technology that allows it to function.

As organisations continue adopting cloud platforms, automation and modern infrastructure, the relationship between the two has become even stronger. Technology can no longer be viewed in isolation from the business it supports.

 

In my experience, the organisations that recover most effectively are those that plan both together. They understand that resilience isn’t created by documentation alone or by technology alone. It’s created when business strategy and technical recovery are designed to support one another from the very beginning.
